PHRJCF Release Paths

Potomac Highlands Regional Jail and Correctional Facility is both a regional jail and a correctional facility. That mixed role matters. A person held before trial on a Hampshire County case may leave after bond, dismissal, a court order, time served, probation, or the end of a short sentence. A sentenced person may move to another WVDCR placement instead. Another agency can also assume custody. Each event ends the person’s presence at PHRJCF, but only some are releases to the community.

The record should name the event, not merely show that the old listing is gone. A PHRJCF release report or release-book entry can show the departure date and time, authority, and destination if that field is recorded and public. The Hampshire court file can explain the legal basis. West Virginia VINE can add a custody-status event. When the record identifies another facility, WVDCR, ICE, or a federal authority as the recipient, describe the event as a transfer or custodial handoff.

Confirm a PHRJCF Release

The official starting point is the WVDCR Regional Jail OIS gateway. It is a live-custody tool, not a historical Hampshire County release archive. PHRJCF serves five counties, so the facility name alone does not establish that a case arose in Hampshire. Compare the name, OID, arresting agency, charges, and court information before treating a result as the right person.

1. Search the Regional Jail OIS with the committed name and reasonable spelling variants.
2. If the person appears at PHRJCF, treat the result as a current listing, subject to the portal warning that information can change fast.
3. If the name is gone, check West Virginia VINE and the broader WVDCR prison search for a transfer.
4. Review the Hampshire magistrate or circuit case for a bond, dismissal, sentence, probation, or release order.
5. Call PHRJCF and request the public release report or release-book entry when the exact departure is needed.

A court order may authorize release before staff complete the exit process, while VINE may delay a transfer notice until the person reaches the next facility.

PHRJCF Release Record Contact

WVDCR operates the facility and holds its operational booking and release records. The Hampshire County Sheriff may have an arrest report, but it does not run PHRJCF. Ask the facility which WVDCR office accepts a written request for the exact record. The visitation scheduling number is separate and should not be used as a release-record line.

A narrow request should give the full name and aliases, date of birth or OID if known, approximate admission and exit dates, and the Hampshire case number. Name the records sought: admission date and time, release date and time, release authority or reason, public destination or receiving agency, OIS release report, release-book entry, and booking photograph. Ask for electronic copies, segregable public portions, and the legal basis for any withheld field.

West Virginia FOIA requires reasonable specificity. Under W. Va. Code §29B-1-3, the custodian must take one of the listed response steps as soon as practicable and within five business days as the statute counts them. That is not a promise that a large production will be complete in five days. Actual reproduction cost may apply, but search and retrieval labor may not be billed on a man-hour basis.

PHRJCF Custody and Releases

The official WVDCR facility page says PHRJCF serves Grant, Hampshire, Hardy, Mineral, and Pendleton counties. Its Augusta location is in Hampshire County, yet a person housed there may have a case from any of those counties. The charging county and court docket must therefore be checked before a custody event is labeled a Hampshire County release.

Current facility information names a main line and a separate visitation scheduling line. Non-contact visits are scheduled one day ahead for Tuesday, Thursday, and Saturday sessions by calling the scheduling line during its published window. Those details do not establish release-processing hours. No official source in the research gives a daily release time, so callers should not assume people leave at a fixed hour.

Old Jail Is Not PHRJCF

The Hampshire County Sheriff’s old-jail history resolves a common local search error. The Romney jail stopped operating when Potomac Highlands Regional Jail opened in 2000. Its renovated building now contains county offices. It is not the place to check present adult custody, request a current jail release, or visit someone held on a new case.

Current adult checks go to the state-operated complex in Augusta. Local sheriff contact details at 66 North High Street concern sheriff-created records and referrals, not operation of the regional jail. This split is why an arrest report, court order, and WVDCR departure record may come from three different custodians even though they concern one custody episode.

Note: Use the Augusta facility name in every request so the historic Romney jail is not mistaken for the releasing custodian.

PHRJCF Release Property and Fees

Two state statutes address practical matters near departure. W. Va. Code §15A-5-8 creates a jail processing fee at initial booking and sets a refund path when the booked charges meet the statute’s dismissal conditions. That charge is not a fee to search for a person or request a public record. Anyone seeking a refund must follow the documented process and supply the required court proof and identity information.

W. Va. Code §15A-4-9 directs delivery of credited personal property, money, and earnings when a person leaves, or as soon as practicable afterward. Covered sentenced felony inmates may also receive mandatory savings at release. A missing property or funds issue should begin with PHRJCF, using the OID, departure date, and a specific description. The sheriff is not the right first contact merely because the arrest occurred in Hampshire County.

PHRJCF Release Cross-Checks

A strong confirmation uses two records. The PHRJCF event record shows when the person left the facility and may state where the person went. The court record explains why the Hampshire case allowed or required that change. A bond order, dismissal, sentencing entry, probation order, or jail-credit finding should be matched with the operational departure instead of being treated as the gate time.

West Virginia VINE adds a third channel. It covers the regional-jail system and can send custody-change notices. It is not a permanent release list. WVDCR warns that a transfer alert can follow arrival at the next facility. A new-facility notice after a PHRJCF disappearance supports transfer, not community release. When sources disagree, ask the facility or custodian to reconcile the dates rather than selecting one without explanation.

Federal custody needs one more branch. A person held at PHRJCF for the U.S. Marshals Service may leave the regional facility without entering the community. The federal court docket and a releasable USMS disposition record explain a pretrial move. A person serving a federal sentence belongs in the BOP Inmate Locator, while an ICE handoff belongs in the ICE detainee system. None of those results replaces the PHRJCF departure entry. Read them together to identify when regional custody ended, which authority received the person, and whether a later federal release occurred.
